Here's the whole story. Basically, that's the end part of a high speed pursuit between the cop and two guys in a Corvette. The pursuit ends, when the car crashes...so the Cop comes out. The guy in the passenger opens the door and is immediately told to get on the ground with his hands u (this is the obvious thing to say if you're a cop). The passenger listens to him so there is no problem there. Then there's a lot discussion going on. The passenger saying how he's innocent and how's done more for the country than the cop blah blah and other crap that you can't really hear, the FBI Forensic specialist are actually working on the case right now to see what the exact dialouge was. After their discussion, the cop tells him to "get up, get up". The passenger with his hands still in the air gets up, as soon as he gets up the cop shoots him three times and then uses his radio to say "shots fired, shots fired".

He's recovering in the hospital, he's in good condition from what I've read.
