I remember on another mixtape he said something about it coming out a different year also. Then of course the "same time Dre dropped 2001" and "Quik been puttin it down for 10 strong". ::)

Well, your first two arguments seem possibly plausible, but he was definitley referring to Ronald Reagan as president.
