The video is 2 years old, the bill was rushed and passed in 2006, right as the Democrats were going to take control of the congress and senate. So basically when it was still one party in charge, they pardon themselves and now the Democrats can't do much about it. That's why the Dems basically didn't go after Bush for impeachment, because before 2006, Bush put so much infront of him, it would take years to peel it back and punish him for anything.
