Your phone should have came with a cd with ActiveSync or some type of program like that. Install that on your PC and then if your phone came with an USB cord to connect it to PC's, just connect your phone to your PC and sync it. You can then send .CAB files from your pc to your phone.
Or if you have a memory card (MicroSD), you can put the .cab file on it from your PC and just install it from the memory card.
