Damn near everyone Pac dissed was somewhat involved... i.e. Junior M.A.F.I.A., Mobb Deep, Nas, Jay-Z, King Sun, Fugees, Da Brat

But Common said something that WSCG took as a diss, then they dissed him, and Common made a diss track back that went at all of them. Yes, he made it clear about just going after WSCG and not the whole West Coast, but at the time, everybody rode with their side. Just like Suge getting booed for dissing Puff at the Source Awards, even though it wasn't at anyone else from the East Coast. It was true about Puff doing all that shit, but they had to get behind their fellow New Yorker... which more or less elevates it from being a Death Row-Bad Boy thing to a coastal thing. Not to free Suge from any blame (as he didn't need to do that), but the crowd showed where their loyalty was.
Da Brat's level of "involvement" is limited, but a lot of the problems at the time stemmed from people saying that somebody bit their style. Just look at Pac and Biggie -- the NY shooting aside, Pac always said that he felt like Ready to Die copied some of his ideas and concepts without really giving him his due credit while also more or less forcing him to make some changes to his upcoming releases. With Da Brat, a lot of people felt like she was jocking Snoop's style and flow a bit too hard, and it's not hard to see the resemblance, whether it was intentional or natural.

Da Brat is different from Biggie, Da Brat mentions clearly in the thank you sections of Funkdafied that Tha Dogg Pound and especially Kurupt are her inspiration. She gave props and was always cool with Snoop. Plus, she's from the Midwest and was signed to a down south label, how could she be involved in east-west feuds ?

But Da Brat did say on 'Sittin On Top Of The World', "Said I sound like the Pound and my shit was wack". Check Tha Dogg Pound 'What Would U Do? (Alternate Version)' to see what they thought of SoSoDef. Also she made 'Da B Side' with B.I.G. and Jermaine Dupri remixed damn near every B.I.G., Bad Boy and Junior M.A.F.I.A. single so they showed whose side they were on.

There wasn't enough time for Jay-Z to do anything. He barely dropped his debut album at the end of June 1996, and Pac's disses to Jay-Z didn't come out while Pac was alive. The only way he'd have found out about getting dissed and have an opportunity to say something would be if someone on Death Row gave him the heads-up.
About the Nas shit, he didn't exactly "blindside" Nas, contrary to how Nas described it when he recorded Last Real Nigga Alive ("In the middle of that, Jay tried to sneak attack"). They had been throwing subliminals back and forth YEARS earlier -- just listen to We Will Survive ("And these niggas is wrong, using your name in vain/ And they claim to be New York's king? It ain't about that"). So it's not like one day Jay decided to pick apart Nas's career.

This list is sort of all over the place. You have rappers that aren't even from either Coast (Common, Da Brat). Artists that were long out of the picture once the coastal tensions really heated up (Tim Dog). And at least a handful of people who were just rappers dissed by Pac who came out of New York.

It just depends on what you consider being "involved." Tim Dog wasn't involved at the height of the beef, but it's not like his "Fuck Compton" song doesn't count.

Jermaine Dupri has straight up came out and admitted to biting styles. For example, Kris Kross was like a young version of Naughty By Nature, Da Brat was a female Snoop, he was groomin a Jay Z clone with that dude that was on that song "Its Nothing" from that 98 clamation Eddie Murphy show.
Thought it was dope how DPG dissed them at the beggining of "What Would U Do", but somewhere along the way Jay-D made peace with the point. Someone made a great point that Da Brat thanked Kurupt for being an inspiration which is cool and Snoop and Jay-D have been good friends and Jay-D was one of the first cats Snopp collaborated with when he first tried to break from Death Row. Kriss Kross said they used to party with the Dogg Pound when they were just kids, and Snoop sent Lil Bow Wow Jay D's way, and so on....

Biggie dissed Jeru on "kick in the door" verse 2 and DJ Premier made Biggie stop halfway in the verse and change the rest of his lyrics because Premo and Jeru were close back then. the line about "I'm surprised you run with em, i think they got cum in em cuz they nothing but dicks" was Biggie talking to Premier basically and Premo made him stop after.

well Nas & Big were two of Primo clients, he probably didn't want to meddle in their situations, he didn't belong to their respective camps, that happens a lot, kinda like how Too $hort fucked with both Pac & Big. but Jeru was from the Gang Starr family tree, so that's a whole nother story.
Jeru dissed Bad Boy & Death Row on various occasions, he also said on Scientifical Madness "and you demon muthafuckas start coastal rivalries". songs like "the bullshit" were clearly aimed at the type of rap Death Row & Bad Boy were doing at the times.
