Yes.
The program in itself is not illegal, but a lot of the content you download on it is illegal, especially if you're from U.S. or in other countries with excessive harsh laws.

It's not illegal to download or use Limewire, but the minute you download copyrighted material, and your country have laws against it, it's of course illegal, but the chance of being sued for it, is the same chance you have winning the 1st price in lotto, or even smaller.

Copyrighted files, not all files.
Of course, most of the material on P2P is copyrighted somehow, but there's still legal music/videos, etc. on P2P
