technically no but in the shipping Ts & Cs they will say they are not liable for any charges relating to shipping, you could ring customs and ask why you were charged (ie was it cause it was marked merchandise and they deemed it A) for resale or B) they thought it was over a certain value of goods)

once they give you a reason look into whether you have rights to make a claim at them...
