now how do i find the westcoastconnection thing on it

or how do i use it?

try going through the steps here : http://www.mirc.com/install.html

when you set it up you want to connect to an "EFnet" server and when you get to joining a channel you need to join

#westcoastconnection to chat to the board peeps.
