^^Yeah he was,  anytime the feds were close to getting him he would check himself into a mental institute and always find a way to convince at least one doctor and psychiatrist that he was crazy lol.  He also used to show up to commision meetings dressed in pajamas and he would start the meeting by apologizing to the other bosses about the way he was dressed,  he did whatever he could to run the family and evade the police and he was damn successfull for a good period of time.

Can't forget about Chin's assassination attempt on John Gotti,  I know he planned to have him killed a couple of times,  the bombing attempt was as close at it ever came but John wasnt in the car he was suppossed to be and instead his underboss at the time got blown up and killed.
