I always use Cool Edit. If there's a certain song you want done, upload the song for me, and let me know what part you want as the ringtone and I'll make em & post em for ya'll.

This ain't all Westcoast, it's a bit of everything, but I've used Sony Sound Forge to create a gang of ringtones for my new mobile.
I've taken some old classics, some new shit, which I consider suitable for mobiles, some are hooks, some are instrumentals, rarely longer than 20-30 seconds..
A lot of Dre & Timbaland beats, and Nate Dogg, Akon & Butch Cassidy hooks.. as for the SMS-tones, they're only 1 to 2-3 seconds, and usually part of an intro. (Without bass)

And a big fuck you to the mobile providers charging $2 to $6 for a ringtone, or up to $10 a week for a ringtone subscription..
