Your exactly right.  Government should not punish people for owning guns, or drugs, or having bad thoughts (like 1984's "thought crimes").  People should be punished for the harm they do to others.  Yet today, prisons are filled with non-violent drug offenders, and the government inprisons people and probes into the private lives of people for their idea's, believes, etc.

A good example is the David Karresh Branch Davidian incident in Waco, Texas.  Now, you may think these people were crazy, or fanatics, or whatever...but it should have been no business of the government.  Because they weren't harming anyone.  They purchased their own private land, and were operating a church community that had isolated itself from the rest of society.  Yet government probed into their activities, harrassed them, threatened them, until it finally culminated into a bloodbath.

If you look at all 3 of the reasons that the US supposedly went to war with Iraq, the American government is giulty of all 3.   They claimed that Iraq was supporting "terrorists", well, America was supporting the same organizations against the Russians in the Cold War (Afganistan for example).  They claimed Iraq had weapons of mass destruction, yet America has more WMD's than any nation in the world.  And last point, they said, Saddam was a brutal dictator who gassed his own people.  Well, ironically, the American government had done the same.  Clinton authorized the use of seren gas that was used to kill over 80 branch Davidians in the Waco incident.
