1. Jushin Liger
2. Great Sasuke
3. Shawn Michaels
4. Chris Benoit
5. Ultimo Dragon

In terms of Charisma/mic ability etc.

1.  Rock
2.  Stone Cold
3.  Foley
4.  Hogan
5.  Michaels

Overall you've gotta give Michaels the nod for ALL ROUND abilities - but if you're looking for actual best in ring wrestler you've gotta look to Japan

He's the best ever, undoubtedly.

Most of you need to get some Japanese wrestling cause it's like 5,000 times better than US

But on the other hand if you like acting more than wrestling then the US is the best

Best Wrestler: Chris Benoit (his matches are incredible. He brings the best out of almost all of his opponents)

Worst Wrestler: Ken Shamrock (I hated the bastard. His wrestling sucked, his gimmick sucked. I'm glad he's gone and I hope he never comes back)

For technical wrestling, you can't really go past the skills of Mr. Perfect... at his prime when he was with the Genious... (another underrated wrestler)

Greg the Hammer Valentine didn't get the credit he deserved..

Rude's Brood ! .. I remember when the million dollar man first brought in the undertaker as a mystery wrestler.. i shat myself.. scariest motherfucker i'd seen.. the crowd was shellshocked.. and when he systematically belted everyone on the opposing team... Koko B. Ware had some balls though !)

Worst Wrestler : Doink the Clown
Smelliest Wrestler : Dusty Rhodes ... tied with George the Animal Steele
Best Move : Heart Attack
Quickest Match : Hart Foundation vs Bolsheviks

im still down wit old school wrestling.  they dont rent them out nemore at the video store so its hard to see them.  but the best wrestler is bret hart.  the worst has to go to william regal.  that guy can only punch wit brass knucks.

Best Wrestlers (Overall package, gimmick, mic skills, heel face ability, mat skills)

Has to be Ric Flair, made anyone look good, wrestled with anyone and everyone, made guys like Sting and Hart (First WWF title was won beatig Flair)

ECW had the best "wrestling" action compared to WWF and WCW's sports entertainment.

If we're only talking about the US then WCW had the best wrestling 95 -96 -97 when the Cruiserweights were UNBELIEVABLY good and Benoit and co were putting it down.

ECW had some awesome matches, but never as consistently as that era of WCW when Nitro was on top.  Guerrera vs Misterio and Psychosis vs Misterio in ECW in '95 - 96 were some of the best matches ever.  

What ECW did bring was revolutionary storylines and (oh shit I just saw Nate Dogg on "One on One") hardcore action which breathed fresh air into the industry.  The reality is by the time they got on PPV ECW had already had their best artistic moments.
