It's VERY hard for a police officer to get fired so he obviously fucked up and went overboard but that video didn't prove that.  You can't even see the victim clearly in the car, the view is being blocked.
I believe the officer is an idiot and there is no need for him on the street but I doubt he punched him in the face 13 times.
If the officer was really feeding him rights the left side of the victim's face would be worse off that this:
