They said sells from Dr. Dre's The Chronic/2001 have beat out Biggie's 2 albums on a WORLD scale so he makes the third. But again, because of the failure to keep proper records after a certain amount of time its extremly hard to tell. All we know is that the Established 2 highest selling rappers are currently Tupac/Shady.

How do you figure Dr. Dre is a best-selling artist with only two albums released? I'm fairly certain Jay-Z and 50 Cent have sold more albums than Dr. Dre.
