americas carbon emissions

so the bill obama had promised has been watered down so now emission will be down to 4% by 2020 when the aim originally was 40%...also originally 100% of permits were to be sold now 85% are being given away....were these changes necessary for work to begin and is this is the first step to bein more "green" or has this bill been compromised by politicians with special interests in carbon fuels??

there won't be any oil left in 2020, I'd personally be suprised if we got passed 2012 with oil supplies.
So There will be 0% emission
