You wouldn't believe how deep this shit goes....firstly the corporations brought in (largely as a result of no bid contracts) were effectively given immunity from prosecution. Therefore even when they could prove fraud was occurring quoting new york times concerning the case of Custer Battles

But in an opinion issued Wednesday and posted yesterday, Judge T. S. Ellis III, of the Federal District Court in Alexandria, Va., said the plaintiffs had “failed to prove that the claims were presented to the United States.” The coalition authority, the judge ruled, was an international entity, and bills presented to American officials then detailed to the authority were not subject to the False Claims Act.

Furthermore what was also common practice was that corporations were being awarded x amount to perform the contract, only they didn't, they sub contracted out, then the sub contractor, sub contracted out and in the end the work either was not being performed at all, or the work was performed to such a terrible standard that the infrastructure. The consequences of this are that most iraqis only have electricity for a few hours a day, the streets are overflowing with sewerage and they witnessed all of this being done by the people who were meant to be liberating. With all of these factors stirred into the pot, iraqis became ever more factionalised, extremists were empowered and sectarian hatred now looms large. So what have is yet more flagrant violations, more theft, more unbelievable corruption and fraud from the so called liberators. I can't disagree they have liberated iraqis, but it depends how you define liberation. They have freed them of their wealth, their health and their futures, they have freed them of any hopes of unity through their skullduggery, poured scorn upon them. Paul Bremer essentially wrote into their own constitution that the land i.e. the oil fields was to be auctioned off to private corporations. Of course though, as is happening in Afghanistan, the fundamental principles were never to rebuild and make the country stronger, it was to carry out the destruction, so they could be in charge of reconstruction, taking hold of their natural resources and pushing people into an ever more desperate situation in which they fight back. When they do fight back, it then provides the moral ammo which we see discharged on tv with emotive headlines about soldiers killed, bombs going off in schools, at checkpoints etc and strengthening this illusion that these people don't want freedom, that they simply want to just kill. How ironic is this viewpoint when it was the politicians in collusion with the military industrial complex (words uttered by Eisenhower) who ignite and so many of the killings.

In fact here is the link to Eisenhower's speech on it
