Origins of Dogg Collar

Anyone know what album that track was supposed to be on?  Sounds like one of the last tracks Snoop made on Death Row.  I'm thinking it was gonna be Snoop's third Death Row album the Doggumentary.  My friend says it was supposed to be on the Gridlock'd soundtrack.
