To me it's like you can't consider someone a duo if they're not actually recording and releasing music together.  So, Dr.Dre and Snoop Dog aren't a duo nor are 50 Cent and Game.   

A duo is a team.  They are the act.  They're a group.  Clipse, Outkast, & Dead Prez are duos.   

Hell to me Gang Starr is not a duo.  It's really just Guru with Dj Premier as the producer.  It's no different than Eminem with Dr.Dre handling the bulk of production.   They're not a duo, it's one MC and a producer.  If you want to talk best duo as in 1 producer & 1 mc then my answer would be different.

 

you can't punish Primo for choosing not to rap and lower the quality of his songs lol



now why PEte Rock stopped rapping and went to full time producing i don't know

I'm not punishing him.  He's a producer, not an MC.  He's not a duo.  His name holds weight like Dr.Dre but they're not MCs.

shiiit, ill probobly get hated but i like cnn and jada & p. although kurupt and quik are dope on some west coast shit.
