I think a rapper's flow and delivery are different.  That's why.  

If you're asking who sounds loud, angry and hard.  I guess stuff like Sticky Fingaz on "Shut 'Em Down (Remix)", Biggie on "Gimme The Loot" and 2Pac on "Hit 'Em Up".
