1. Through DJ's... and mixtape-DJ's in particular.
Labels and artists have connections to DJ's, and smart artists uses this connection to get their name out there.
Shouting out a mixtape-DJ in a song = Instant friendship & help from the mixtape-DJ.
The DJ gets his name out there, and the artist gets free promotion.
A win/win situation.

2. Through bootleggers - artists doesn't intend to get paid of a mixtape, it's only meant to create a buzz, so they don't care if they don't get paid, and spread all over the Internet and streets.
Bootleggers is ruthless, they'll jack your shit if you don't co-operate with them.
They're often connected to some DJ's or industry insider.
Bootlegges wanna make a name for themselves on the net, or make money selling tapes.
3. Record-stores.. don't know much about this one, as it's a U.S. phenomen.
They apparently sell CD-R's with wack ass screaming DJ's in stores many places.
