21 years is a joke. nordic countries may be hailed as progressive and more evolved than the rest of the west but 21 years for someone who killed 70+ people over racist theories is far too lenient.

i think 21 years is the maximum penalty in Norway, its like 25 in Sweden.

Full story is if after 21 years he's still a danger (which he obviously will be), they can choose to extend the sentence, and then that gets reviewed every 5 years..
