Downtown sucks. It's very off and on, some years they care about developing it and it's popping, other years it goes to the trash. Dinkytown is cool if you still want to live with college students and get drunk after college football games. Cops there are notorious for targeting black people. I'd go Uptown. It's were other college students and recent grads live. Very artsy though with a bad Hipster problem as of late. But it's right next to Lake Calhoun and the million dollar homes of all the politicians. Most athletes live in the Lake Minnetonka area, but a young 19 year old kid like Wiggins should live in town and enjoy the city. The suburbs are boring, that's why the Vikings had prostitutes on a boat.  

As for St. Paul, Froggytown is cool, it's like the Uptown of St. Paul. I might actually suggest there, less hipsters, but less $1,000,000 homes too.
