Usually bin files are converted into MPEG's. That's always what I've experienced. Anyways, If I want to burn an MPEG as a VCD, I just use Nero. I also use Nero when burning bin/cue files. But from my previous knowledge, if you want to watch the movie and you have the bin, that you should convert it into an MPEG. They have converters at www.vcdhelp.com . But, I could be wrong.

From what I remember .bin files are CD rom images and can contain anything mpeg, mp3, jpg, txt, whatever might be on there.  Nero can burn them directly although from what I gather the format itself was invented for use with software CDRwin.  So if you want to burn to a disc you shouldn't need any conversion, just point Nero at the file and let it burn.  The CUE file can tell Nero what type of disc the file was designed for i.e. data, vcd, svcd etc.

There is a guide to using bin/cue files with nero here : http://www.afterdawn.com/articles/archive/bin_cue_with_nero.cfm
