what u gotta do is get a program called fireburner or cdrwin
the bin and cue files are burning imagaes
either of those programs will alllow u to pick the cue file and u'll be able to burn the contents of the bin file to cd
holla back if u need more help

I personally use Nero to burn .cue and .bin files..If you want to play it in your DVD player, you have to make sure that your DVD player will play SVCD's. Most aftermarket DVD players do. If you need more help, hit me up on AIM and i'll give you a hand.
