no its not.  every state has different rules.  in new york its 16 an gotta have a permit an be with a legal gurdian.  but i think they changed it you gotta be 17 now i think.  im not sure but thats how it was when i started driving

its different in every state, i think some states u can get your lisence at 15,... in PA 16 to get permit, and 6 months after permit u can get lisence, unless ur 18.
