It already did.  Online was the only way it's ever going to be released and it got taken down when Elektra went out of business.  The new album, executive produced by Dre (if it still is) will either all or mostly new.

Because at that time it was supposed to be released Elektra was merged with Atlantic Records and the whole rap department was fired leaving this album in the vault forever..
