Could be various reasons why Dre didn't drop a verse on it. One, perhaps Dre wanted to let Game shine on his own, to give the Documentary that little edge, like Dre's voice is on the album, but he doesn't rap. Albums like that really help establish Dre as more of a producer. No One Can Do It Better & Doggystyle had to Dre verses either, and we know how dope those 2 records were, regardless. There's even the possibility of Dre saving his vocals for Detox. That's his style, he drops a small preview of what to expect ( see the song Encore ), then disappears for a minute. Hopefully, he'll drop. Soon.
