howcome some videos that i watch have a short delay? new codec?

for example, i downloaded a episode of scrubs, and when i watch it,it doesnt run smoothly, its kinda choppy, like not all the images run smoothly, anyone know what i mean? is there a new codec i need to download or somethin?
