2Pac wins by a litttle. It's a debate, but in all honestly, I think the only reason why people are even mentioning this shit is because they are just looking for anyone to say is better than 'Pac. It's the whole underground, underdog complex. I understand, I am not a fan of radio rap, BUT, I don't dismiss just because everyone else agrees. If everyone tomorrow says Ice Cube greatest rapper ever, the same people saying how great Ice Cube is will start to find someone else, like they'll talk about how Ice Cube couldn't even handle Kam, and how he is selling out playing in family comedies. If tomorrow everyone starts to say Crooked I is running the west, and he puts out a platnum album, these same cats will start talking the praises of Sly Boogie and Ras Kass. So personally, I don't see much arguments in your case. 2Pac was better than Cube, the same way Nas is better than Melli Mel. It's all good. I will leave you with this though.

^^tradin war stories is nowhere near a filler, its one of the realest tracks on the album. can't c me was just different, but it shows the evolution from funk to hip-hop, and the other two are a little soft but you cant say an album was only decent when 24 songs were great and 3 were just average.
