The speed of relief for Rita is the norm. The Bush administration just fucked off durning Katrina.

Well of course it was better after last month's disaster......or I could be the conspiracy theorist and say things went more smoothly because it was Texas and Dubya has some interest in the state he governered and resides in  ;D

I'll go with the first sentence though.
