One kinda similar situation in Oakland gets major props from me. The police have agreed to make marijuana crimes their lowest priority, w/ little to no enforcement. If you are caught smoking outside your property, you will be told to go back in the house, if you are in public the herb will get destroyed. The city also utilizes several "medical" dispensaries ("clubs") that give politcal immunity to anyone who spends $125 and gets a membership card, inside the clubs several strains of varying strength and price are available. This also eradicates streets sales for the most part, leaving more room for real drug ivestigations. with the kids off the corners out of the business, shit doesn't pop off in the neighborhoods as much and the community is happier. So, safer streets, less penalty for posession, and a concentrated market has worked pretty well for Oakland's "Marijuana problems". America needs to smarten up.
