Question about E-40's Tell Me When to Go

I know alot of people mention that "dumb" sound effect when talking about this song. Ice Cube's Doing Dumb Shit also had that sound effect and according to the Death Certificate booklet he sampled Parliaments Funkentelechy. Did E-40 use that from Cube's track or Parliament's?
