90's Spice 1 few could fuck with but Tray Dee came in the game in the mid 90's and hit his peak with Tha Eastsidaz before he went to jail. So...

Early 90's Spice 1>Tray Dee

Yeah back in his prime but Spice ain't the same rapper so that is why I said the present Spice 1 is not better than Tray Dee in his prime.
