not sure, id never heard of it either, i actually had it wrong he says 2 teams, he must mean 3 though

I think it was brought in fairly recently and only applies to players 23 and under I think (might be 25 and under). Its based on the number of transfers so they are not allowed to transfer between clubs more than once in a year. They could be loaned out though.
