It's not like the cops picked some random guy to have a stand off with. He must have done something pretty illegal. He kept threatening the cops lives, and that's what happens when you do something like that. It's unfortunate, but it's part of the job when you are a cop.

i dont think he had a deathwish, cuz when the dog was running towards him, it looked like he got scared and was trying to turn around.
