Can't argue with Brotha Lynch as far as flow. For me the album that puts all 3 together would be Makaveli.

TUPAC - ALL EYES ON ME
BIGGIE - READY 2 DIE & LIFE AFTER DEATH
KURUPT -  STREETS IS A MUTHA
JEEZY - THUG MOTIVATION 101
50 CENT - GET RICH OR DIE TRYING
THESE ARE ALBUMS THAT YOU CAN JUST LET PLAY
WHATEVER HAPPEN TO THE DAYS WHERE YOU COULD GO BUY AN ALBUM AND GET YOUR MONIES WORTH. I DON'T WANT TO SPEND $9+ AND IT ONLY BE THREE SONGS AND ONE OF THOSE IS A SINGLE

God I wish my memory was good enoght to remember alll I've heard but off top here goes:

Beats: We Come Strapped, as good as production on a gangsta rap record ever has or will be. ( better than Chronic imo )

Lyrically: Mobb Deep Infamous/Nas It Was Written...nuff said

Flows: East 1999...goddam these niggas could flow back in the day. Also, Dillenger & Young Gotti, cuz u can't beat tha Pound flowing back and forth like they did on that album.

Oh I didn't realize that dude.

Lyrically I would say Element of Suprise from 40, i know there was alot of filler, but i thought he was at the highpoint in his career as far as lyricsm and cleverness.
I know this is a newer album, but Mitchy Slick's Urban Survival Syndrome was so good, sooooo underrated.

Flow wise Snoop Doggystle...nuff said

I didn't see that it said westcoast only. Futher more those albums would qualify anyway. You can't laugh at that.
The best west coast album
beats: all eyes on me
lyrics: ras kass soul on ice probably couldn't think of anything eles
flow: doggystyle
