its the 2007 version of dead presidents.  Its only a snippet though.  Its the same verse but hes changed things around on certain aspects to apply to 2007.  And it sounds like whoever produced it flipped the original sample.  For the first time since Black Republican I'm actually looking forward to a song.

So is this on his new album?  Def in the same vein as DP2.  But yes, very dope indeed based on that snippet.
