Looking at this makes you realise how poor the standard is, it is based on players from the top two leagues.
The Rules.
1) Clubs can only sign players from there approved catchment areas eg Manchester United - Greater Manchester, Liverpool - Mersyside , Newcastle - Tyne and Wear, Arsenal- Greater London and so on.
2) Players eligibility is determined either by where they were born or the area they spent most of there life before the age of 7.
3) Each team is allowed one foreigner to allow players from areas such as cornwall to have a club.
4) Listed next to there name is the club they currently play for.
This is how the teams would look
GREATER MANCHESTER
Manchester United
Steve Bywater -Derby County
Phil Bardsley - Manchester United
Danny Simpson -Manchester United
Wes Brown -Manchester United
Gary Neville -Manchester United
Nicky Butt -Newcastle United
Paul Scholes -Manchester United
Phil Neville -Everton
Ritchie Jones -Manchester United
Danny webber -Sheffield United
Jon Macken -Derby County
Manchester City
Carlo Nash -Preston NE
Chris Makin -Southampton
Phil Jagielka -Everton
Danny Higgenbottom -Sunderland
Nicky Hunt -Bolton
Michael Johnson -Manchester City
Michael Tonge -Manchester City
Matt Holland -Charlton
Ronnie Wallwork -West Brom
Ishmael Miller -Mancheter City
Neil Mellor -Preston NE
With all top level talent swept up by united and city the likes of wigan, oldham , bolton etc have to go fishing for there quota in the lower leagues.
MERSYSIDE
Everton
Stephen Clemence (Birmingham)
Tony Hibbert (Everton)
Alan Stubbs (Everton)
Leighton Baines (Everton)
Stephen Jordan (Man City)
David Jones (Manchester United)
Joey Barton (Newcastle)
Bryan Hughes (Charlton)
Ryan Taylor (Wigan)
Wayne Rooney (Manchester United)
Leon Osman (Everton)
Liverpool
Tony Warner (Fulham)
David Wright (Ipswich)
Jamie Carragher (Liverpool)
Stephen Wright (Sunderland)
Andy Griffen (Newcastle)
Steven Gerrard (Liverpool)
Kevin Nolan (Bolton)
Danny Murphy (Fulham)
Ronnie Fowler (Cardiff)
David Nugent (Portsmouth)
Liverpool fail to even make a full team . Tranmere would have to look to the lower leagues for players.
SOUTH YORKSHIRE
The sheffield clubs are in dire straits, with only half a dozen local players of note in the top tiers of professional football. And one of those is Kevin Davis (sorry Rud)
WEST YORKSHIRE
Leeds
Paul Robinson -Spurs
Matt Jackson -Wigan
Andy O Brien -Portsmouth
Nick Montgomery -Sheff Utd
Leigh Bromby -Sheff Utd
Aaron Lennon - Spurs
James Milner - Newcastle
Alan Smith - Newcastle
Frazier Campbell - Manchester United
Jon Stead -- Sheff Utd
Nathan Ellington - Watford
Once again with leeds dominance in the area bradford and huddersfield are left to scrape around the lower leagues
NORTH EAST
Middlesborogh
Brad Jones - Boro
Michael Dawson - Spurs
Matt Bates - Boro
Andrew Davis - Boro
Michael Gray - Wolves
Jonathan Greening - West Brom
Adam Johnosn - Boro
James Morrisson - boro
Lee Cattamole - Boro
Stewart Downing - Boro
Jason euell - Boro/foreigner
Newcastle/ Sunderland

Peter Ramage - Newcastle
Chris Armstrong - Sheff Utd
Dan Smith - Aberdeen
Stuart Parnaby - Birmingham
Michael Carrick -Manchester Utd
Grant Leadbitter - Sunderland
Richard Jackson - Luton
Michael Chopra - sunderland
Michael Owen - Newcastle/Foreigner
In the supposed hotbed of football boro have a full team due to there youth production, but sunderland and newcastle are left to fight it out for the remainder.
MIDLANDS
Birmingham, Villa and west brom between them only have 11 players of note. Get scouting those lower leagues
Agbonlahor - villa
Graig Gardner - Villa
Lee Hendrie - Sheff Utd
Luke Moore - Villa
Lee Carsley - Everton
James Vaughan - Everton
Micah Richards - man city
Darius Varsell - Man City
Seth Johnson - Unregistered

Ledley King - Spurs
Ugo Eghiogu -Rangers
Luke Young - Charlton
Trevor Sinclair - Cardiff
Sean Davis - portsmouth
David Beckham - LA Galaxy
Scott Parker - West Ham
Darren Bent - Spurs
Jermaine Defoe -Spurs
Chelsea
Jamie Ashdown - portsmouth/foreigner
Zat Knight - fulham
Glenn Johnson - Portsnouth
John Terry - Chelsea
Ashley Cole - chelsea
Steven Sidwell - Chelsea
Frank Lampard - Chelsea
Joe Cole - Chelsea
Sean Wright phillips - chelsea
Bradley Wright phillips - southampton

Rio Ferdinand - Manchester Utd
Anton Ferdinand - west ham
Paul Konchesky - West ham
Mark Noble - west Ham
Lee Bowyer - west Ham
Nigel Reo Coker - west ham
Marlon Harewood - west ham
Carlton Cole- west ham
All four major london clubs have fully recognisible line ups with west ham been responsible for bringing through teh most elite names. Whilst chelsea and west ham can field an incredible 6 and 8 players who are already on there books.
LANCASHIRE
Similar situation to Birmingham with very few players to go round for famous old names such as burnley, blackburn, preston and blackpool.
James Beattie - Sheff utd
Kevin kilbane - wigan
David Unsworth - everton
David Dunn - Blackburn
Brett Ormerod -Preston NE
Warren Beattie - Preston NE
Paul McKenna - Preston NE
Andy Lonergan - Preston NE
Adan Nowland - Preston NE

It makes you glad that there aren't any backward rules restricting foreign players from playing in the Premiership.
