When does Bilal's album drop and who is it anyway?

I heard this track produced by Dre for an artist named Bilal and it was real hot.  Anyone know who Bilal is, and when the albums dropping?

The albums called 1st Born Second and should be out on 17th July.

and hes an r and b cat on a funky tip whos down with common/tribe/roots/etc

hes like the new d'angelo or some shit.....
