You'd think in this day and age with all the people who see this before it's published, someone would point out that this might be too offensive.

Guaranteed they knew it was offensive before it hit the newstands.  I think sometimes these publications might not know HOW offensive something might become. But guaranteed they knew this was offensive before the printed it. I see it as a calculated risk for a HUGE amount of advertising.  Even if they pay the artist a huge severance to resign, its worth it. They look bad in the publics eyes for a second, but they get to be ALL over the news, tv, etc in the meantime. They created controversy around their paper, so people might want to pick it up and see what its about. They can pay the artist to resign, fake their own ignorance, and come out the good guy.
