It's all about being on the voters good side. Albert Belle was an amazing slugger who could hit for average and also had 30 or more home runs in 8 straight seasons, but since he was such an asshole to people he got no respect from the voters. It's pretty much the same for the (known) cheaters, some people will probably vote for them but there reputations are plagued so it's doubtful they'll get in.
