NO.
Konami = The producer/manufacturer of these games. (They're most known for the Metal Gear Solid-series)
Konami got 2 different Football/Soccer-games:
The International Superstar Soccer-series. (Latest out is #2)
The Pro Evolution Soccer-series (Now out also #2)
("Pro Evolution Soccer 2" a.k.a. "Winning Eleven 6" in Japan)
You could say that the ISS-series is the Arcade-version of PES, with simpler controls & graphics.
the PES-series is more advanced.
On The Edge of Insanity:
Yeah definately buy Pro Evolution Soccer 2 it is by far the best football (soccer for you Americans) game around at the moment. Fifa 2003 is pure hype. My brother bought it for the PS2 and I'll admit that it is better than previous versions of Fifa but it is still shit compared to Pro Evo, and the only nice thing about the game is the graphics.
You can spend all day (and night) playing multiplayer on Pro Evo, as I can testify. Me and my mates brother started playing Iss Pro Evolution on PS1 at 10.00pm and finished playing at 7.30am with no breaks, it is really that addictive. He won the first and last games, and I won every game in between, which is a lot of games considering that we were playing 5min games.
Anyways what I am trying to put across is that:
Pro Evolution Soccer = extreme dopeness
Fifa 2003 = extreme shit
I think you know which game to buy.

PES2 has some small improvements from WE6, but pretty much the same.
There's World Cup in PES2, but not Japan and Korean League.
Maybe there's Jap/Kor leagues in WE6, but I dunno.
This is because PES2 is directed at the European market, and WE6 is not.
On The Edge of Insanity:
In Japan they release a game using the latest Pro Evo engine of the time, which is based solely around the Japanese leagues, like every year I think. So if you wanna play the Japanese league then getting that on import is probably your best bet.
See the Japanese are lucky bastards, cause the US justs gets the crapness of MLS Extra Time and us Europeans get no specific league based versions of the game.
