Its basically a commentary on how Police will push you to thinking your homie snitch you out, so you'll snitch them out before they snitch everything.  He is also talking about how your homie would snitch you out, so you might want 2 snitch him first, but this creates a paradox, would he have talked, did your mind get paranoid 2 the point were you became that which you crucified. Maybe I'm just reading 2 much into it, but that situation happens a lot lol

on one vocal layer in the og you hear him saying RUNNING from my dogs, indicating that his boys will shoot up the police station to set him free.  pac probably fucked up the other layer as he often did and said the wrong word, but that layer is definitely in the background of the og.  in the retail they probably erased the cop killing reference as part of the whole reconstruction of pac's image, thereby making it sound like a snitch line.
