They usually put the artist they think had the best year at the front of that section. But I agree with Nas at #1 and Eminem at #2. No one had such a good year musically. Both have improved.

That is true, Nas had the best year and he was the first named in that section but they don't actually rank them (Ja Rule was next then Eminem).
