The Mavs have been really good in the Dirk era, the Jazz have been really good in the Stockton era and the Suns have been really good in the Barkley AND Nash era, so quantitativly I'd say Suns. Although if you look at the very peak of teams it would be the Jazz, but they also had only one era.

gotta say the Suns cuz fuck the jazz and the mavs. lol but honestly i dont know, you can make a case for all 3 teams. The Jazz had been a playoff team for something like 20 consecutive years at one point, Dallas has been a perennially good team since the Mark Cuban era and Phoenix was a legit contender in the 90's with Barkley, Johnson and Majerle, and has up until recently been pretty good in the 2000's. If it wasn't for Jordan, who knows, maybe PHX and Utah would have had titles by now.

Definetely the  Mavs ... they basically have a title , it's just that Stern decided to rob it  to market D Whistle as the next MJ ... which miserably failed

On the other hand ,the Suns and Jazz have been fairly beaten by the Bulls ( the 97 Finals were very closed though)

i'd say JAZZ cuz they compete much better than suns and mavs and they're stadium is very hard to play in cuz of the fans and the crazy noise.
