that's where Pac was more of a threat any 99% of rappers...his upbringing and the people he was surrounded by (Mutulu Shakur, Giranimo Pratt etc.)

I don't think that made him more of a threat. Like I said, I think he was more dangerous before the 1994 shooting and conviction because his focus was more on political changes then. When he came out, he was more about riding for Death Row and taking on anything he saw as a rival to their position of power. If anything, the government's move against Pac was sending him to prison for sexual assault and assassinating his character. To murder him in Vegas would have made him a martyr. If they saw him as enough of a threat, they could have put him back in prison for parole violation and paid off someone on the inside to murder him.
