Yeah, the Source rated it and they gave it 3 mics. They made it sound like the whole project was Dre-bitten....they tried to make it sound like the name 'Kokane' was a result of 'The Chronic' and they compared the production to Dre's. A few issues later they made reference to Kokane again when they reviewed Bone and there they called Kokane "a diamond in the rough".
which is why if you noticed, most westcoast albums were not reviewed by the Source, because most westcoast artist didn't submit them for review by them.

They can review whatever they want. If the artist doesn't send a copy they'll just get a copy somewhere else if they think it's worthy of a review.
Actually, no. Record companies send out the CDs to get reviewed, and if a label is strongly supporting the westcoast, like labels did at the time, then they wouldn't send a CD to a magazine they know will give them a bad review unfairly. Between 1994-1997, hardly any westcoast CD was reviewed. All of Death Row wasn't reviewed, and the Source never bothered to review it.

It seems like you're saying if the companies don't send the album to The Source they aren't allowed to review it.
Well, if I working for a hip-hop magazine and 2Pac was releasing an album, I would review it. 2Pac's first album on Death Row is a big deal and the readers want a review I wouldn't be cheap and not buy a copy if the label didn't send it to me. The only thing is if the label really didn't want the album reviewed and they said so but you did it anyways you could lose relations with the label and not get interviews and possibly suffer losing readership.Again it could be thier policy not to review albums that weren't send to them but it's not like they aren't allowed to review whatever they want.
