Basically they can arrest you for LOOKING at it.  If you view child porn on your computer,even by accident, they can bust you.  Even if you empty your temporary files and things, there still may be traces of the sites you've vistited, just download a 'windows washer' type program that cleans your computer up.

True that, you can be caught for doing basically nothing at all.
There's a few technicalities though:

* Material with a underaged engaging in *sexual action* is illegal.
* Material with nude photos/movies is legal, even how young the child is.
Basically, you could be looking at nude-pictures of 2-year olds, and it's legal.
* It all depends where you're from.. In Holland it's apparently legal to show 16-year old people in sexual action.
That's because the legal age in Holland is 16, but in U.S. you would get punished for this..
