It doesn't even have to be masterminded by the government to be a conspiracy. In fact you don't need any kind of mastermind at all. Say some gangster is running an "anti-gun organization" to get money from soccer moms to fund his cocaine habit. Hook up some weak minds with guns and drugs and maybe even psych them. Chances are one or two of them will pull something like this off. Soccer mom wallets start opening wide...
Then again many weak minds are attracted to guns and drugs all by themselves.

And again, I'm not saying the government is involved in this particular case. However, they have been interested in manipulating people to do their bidding as well as interest in creating false flag events in the past. These facts are unavoidable.
