why does the US gov't purchase so much ammunition??

Uhh, yes.  Certain rounds of ammo are hard to get.  Private citizens buy them, but the govt is buying them up too.

So certain kinds of ammo are hard to get but it's not like you weren't able to buy them? I guess with me not being from the U.S. we just have a different definition of "it's difficult to buy ammo" ;)
